# Freedom Criteria

This file defines what "totalmente libre" means for this package in auditable terms.

## Required

- Base model is declared as Apache-2.0 or another permissive compatible license.
- `LICENSE` is present.
- `NOTICE` is present and names `google/gemma-4-12B-it`.
- README names the base model and official license reference.
- Local inference is possible without a mandatory paid API.
- Any derivative changes are documented in `MODEL_CARD.md`.
- Any dataset used for fine-tuning has a compatible license and is named.
- Any quantization or conversion command is documented.

## Not Claimed

- No promise that all uses are lawful in every country.
- No promise that hardware or electricity are free.
- No promise that third-party hosting platforms are free.
- No promise that every downstream dataset, adapter, or merge is compatible.
- No claim that safety controls were removed.

## Publication Gate

Before publishing a derivative, all of these should be true:

- `python scripts/verify_package.py` passes.
- The model card identifies whether the artifact is a quantization, adapter, fine-tune, conversion, or template.
- The artifact does not require a proprietary API key for ordinary inference.
- Attribution to the base model is visible.
- The license text and notice are distributed with the artifact.
- Benign freedom evaluation results are documented if behavior was changed.
- `RELEASE_MANIFEST.json` exists and contains hashes for distributed files.
- `scripts/verify_hf_license.py` passes in an online environment before release.
- Hugging Face publication uses the current `hf` CLI or Python Hub APIs, not the deprecated `huggingface-cli`.
