Corresponding source for the copyleft libraries in the bundled wheel
The bundled wheel links two copyleft libraries that PyTorch and the HIP runtime require directly, so they cannot be left out:

libelf is needed by libhsa-runtime64.so, libdw by librocprofiler-sdk.so
(which libtorch_cpu.so links against), and libnuma by libc10.so.

Both are dynamically linked, so the LGPL relinking requirement is satisfied by
replacing the shared object in torch/lib/.
